    The recently released report of the Presidential Commission of Inquiry into the Land Law System of Kenya has sparked varying reactions from Kenyans of all walks of life. While some complain that the Commission did not complete its task per all its terms of reference, the land gurus are thrilled by the fact that the report makes many far reaching recommendations on the principles of formulating a National Land Policy Framework and the Constitutional Framework for Land Administration and Management.

    Prior to the 1994 war, Rwanda had one of the best agricultural data bases on the African continent with a consistent time series on production, area, and yield data spanning the period from 1984 through 1992. This data base, drawn from annual surveys of a nationally representative random sample of approximately 1,240 farm households, was supplemented with a variety of specialized surveys conducted intermittently on topics such as input use, livestock production, natural resource management practices, non-farm income, etc.

    Longitudinal household data can have considerable advantages over much more widely used cross-sectional data. The collection of longitudinal data, however, may be difficult and expensive. One problem that has concerned many analysts is that sample attrition may make the interpretation of estimates problematic. Such attrition may be particularly severe in areas where there is considerable mobility because of migration between rural and urban areas.

    The Land Policy in Tanzania is an example of citizens engaging in a protracted struggle for effective participation in the policy process, despite the long exclusion they have experienced in policy making. This paper looks at the evolution of the policy, and the interactions between civil society and the state in its development.The paper concludes that this was the first serious and systematic civic organizations' challenge to the state command model of policy process.
