This report presents experiences discussed at a workshop on the use of collaborative business models in agricultural investments, which aimed to facilitate the exchange of experiences and lesson and to generate lessons from local initiatives to be fed into international processes. The focus was on agriculture defined broadly to include agri-food, biofuels, timber plantations and other agricultural commodities. Experience from other sectors, such as tourism, was included to the extent that they provided insights for agricultural investments.

Mozambique has become a hot spot in the global rush for land in the last decade. Growing investments in sectors such as mining, hydrocarbons, forest plantations and industrial agriculture most often target rural land held by local communities under customary law, and conflicts between communities and investors often arise. Existing laws regulating land are poorly implemented and enforced, which is due to the power imbalances existing between the government, companies and local communities.

Ambos os estudos de caso mostram que a legislação e os regulamentos podem ser modificados, reinterpretados ou simplesmente ignorados quando se trata de implementá-los, quando as relações de poder a nível local se tornam críticas. Sustainable agricultural approaches such as agroecology can help producers increase productivity while protecting the environment and strengthening resilience to climate change. Nonetheless, policymakers rarely support them on a large scale and take-up remains low. This report analyses the factors determining the adoption of sustainable practices in Mozambique, exploring whether a common understanding of ‘sustainable agriculture’ exists, how this is reflected in policy and practice, and what drives farmers (not) to adopt them.

The ways in which people obtain land in Uganda are changing fast. Land that used to be secured through inheritance, gifts or proof of long-term occupancy is now more commonly changing hands in the market. Those with wealth and powerful connections are frequently able to override local rules and gain access to land at the expense of poorer individuals. Government-backed agribusiness investors receive large areas of land with benefits for some local farmers who are able to participate in the schemes, while other smallholders see their land access and livelihoods degraded.
