The security of women’s entitlement to land and land-based resources in the East Africa region has been compromised by a combination of unfavourable laws and government policies, socio-economic change toward greater commoditization of and competition for land and land-based resources, and exclusionary practices defended as ‘customary’. Market-based land reform in Zambia

    Reports & Research
    December, 2005
    Zambia

This paper explores the politics of ‘customary’ land tenure, land reform, and traditional leaders in Zambia. In Zambia, as elsewhere in Southern Africa, the government at the behest of donors has implemented market-based tenure reform legislation. This legislation aims to improve the security of land tenure and to promote development through investment. The paper shows how complex, indeterminate, and contentious this tenure reform has been on the ground – particularly in relation to the 94 per cent of Zambian land that is held in ‘customary’ tenure.

Find out which design elements may account for the differences in corruption.

mproving land governance is key in assuring that land resources can be enjoyed by all parts of the population. Donors can play an important role in combatting corruption in land administration and building a well-functioning land administration by both supporting domestic government efforts as well as engaging in international and multi-country initiatives. However, donors are advised by experts and civil society organisations to be mindful of the possible impact of their interventions on issues of land grabbing and forced relocations.
