Bioenergy sits at the intersection of three of the world’s great challenges - energy security, climate change, and poverty reduction - and has received an enormous amount of attention in the past few years. Joint work on these issues is vital considering that together, the G8 +5 Countries account for about 55 percent of the world’s population, 70+ percent of global GDP, and about 72 percent of world energy-related and industry CO2 emissions (excluding deforestation). This paper presents an overview of the various approaches that developed and developing countries have used in designing national forest funds. It is based on a study of legislation in over forty countries and a review of some of the few empirical studies of forest fund performance. The overview may serve as checklist of issues and options for policymakers who are designing funds. It also may illuminate ongoing discussions about appropriate international roles in forest financing. The paper presents some of the common arguments for and against the use of dedicated funds.

In view of the continuing increase in cost and scarcity of mineral fertilizers resulting from the use of high-cost fossil energy, there is renewed interest in organic recycling and biological nitrogen-fixation to improve soil fertility and productivity. The workshop in Alexandria recommended the further promotion of research, development, application and dissemination of information available on various aspects of biological nitrogen-fixation, including symbiotic systems of rhizobia/legume and Azolla/blue-green algae, and free-living nitrogen-fixing bacteria and blue-green algae.
