    Authorised representatives of the state bodies of state power of the Russian Federation and the bodies of state power of the Republic of Tatarstan have agreed on the following: 1) Demarcation of the objects of management and mutual delegation of powers between the state bodies of the Russian Federation and the state bodies of the Republic of Tatarstan shall be governed by the Constitution of the Russian Federation, the Constitution of the Republic of Tatarstan and the present Treaty.

    This paper reviews the experiences of introducing land consolidation and land banking instruments in Central and Eastern Europe, largely to address the structural problems of small and fragmented farms. The introduction has been uneven with some countries having established operational programmes while others have taken steps with differing levels of success, and a few have not taken action. The paper assesses the driving factors for the introduction and the approaches used in individual countries.

    The Land Code makes provision for the regulation of "land relations" and its purpose is to secure rational use and protection of land, the protection of the environment, and "the equal development of all forms of economic activity in Tajikistan" (Preamble). Other laws regulating land relations may be enacted on the basis of this Code.Land is declared to be in exclusive ownership if the State in article 2.

The document consists of VII Chapters that contain 43 articles. Chapter I lays down the general provisions.

    This Law shall determine types and organizational forms of enterprises, rules of their foundation, registration, re-organization and liquidation, and organizational mechanism to conduct their business under conditions of transition to the market economy. Natural resources shall be possessed and used on a paid basis by enterprises pursuant to the prescribed procedures and when envisaged by Ukrainian legislative acts – on privileged terms. Owners of land and land users shall annually pay fees for land in the form of a land tax or lease payment.

    This report is about forests that provide a substantial contribution to mitigation in Romania by sequestering carbon, helping to counter carbon emissions from other sectors in the economy. Sustainable forest management is challenged by fragmented ownership and insufficient financial resources in particular. A summary of key existing analytic studies, and the construction of a marginal abatement cost curve for mitigation actions in the forestry sector, was the basis for identifying key adaptation and mitigation measures for Romania’s forests.

    The novelty of this study lies in the analyses of legislation concerning land use policies by examining the specific boundary between land ownership and land take. The basic motive was that the European Commission (EC) withdrew the Soil Framework Directive (SFD) in 2014 following the objections of certain Member States (MS) who countered that as most lands are privately owned, they should not fall under the remit of public governance. Since the withdrawal of the SFD land take is an issue receiving more attention.
