    The Parties, in accordance with the national legislation of the SCO member-states, shall develop cooperation in the following areas of agriculture: (a) farming; (b) animal husbandry; (c) beekeeping; (d) veterinary medicine; (e) selection, seed production and breeding; (f) land reclamation, irrigation and agricultural irrigation; (g) processing and trade in agricultural commodities; (h) agricultural machinery and equipment; and (i) scientific research in the field of agriculture.

    The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) - currently ratified by 187 countries - is the only human rights treaty that deals specifically with rural women (Art. 14). Adopted in 1979 by the United Nations Generally Assembly, entered into force in 1981. The Convention defines discrimination against women as follows:

    The State Committee on land Reform shall present the concept of the realisation of land reform to the Cabinet of Ministers. This Committee shall collaborate with series of central and local authorities and non-governmental entities in carrying out measures of land reform regarding special funds, payment for land, ertc. Executive committees on regional, municipal and district level shall work out specific measures for the transfer of agricultural land currently used by citizens, cooperatives, farms, etc.

    This Law to which this Decree refers specifies and regulates separately common leases, including lease of land and natural resources, leases of enterprises, and leases by citizens. Leaseholders having entered into lease agreements before the entry into force of the Law shall have the right to carry on their relationship according to agreement concluded before 1 January, 1991. Various local authorities are charged to render assistance in transforming state enterprises into leased enterprises.

    New land shall be distributed for personal use so that the total amount of land for personal use and irrigated additional land ads up to seventeen percent of the total of arable land. Before allocation of land, the local entities mentioned in article 2 shall monitor and register the existing irrigated lands and other data needed for allocation. Priority shall be given to small plots, and land that has not been cultivated for a long time and has a low productivity.

    The purpose of land inventory is comparative valuation of it quality and natural production capacity by points under real level of agricultural production. Land inventory is the principal type of inventory of land quality, is essential for subsequent valuation of agricultural land, determination of the amount of property share, carrying out land use planning and stimulation of the rational and efficient land tenure. The Regulation consists of 14 sections. Section 1 Lays down general provisions. Section 2 introduces the basic concepts.

    The present Land Code regulates land relations and is aimed at the creation of conditions for rational use and protection of land, reproduction of soil fertility, conservation and improvement of environment and equal development of all forms of land tenure. The document consists of 19 Chapters that contain 105 Articles. Chapter 1 (arts. 1- 18) lays down the general provisions.     The Land Code makes provision for the regulation of "land relations" and its purpose is to secure rational use and protection of land, the protection of the environment, and "the equal development of all forms of economic activity in Tajikistan" (Preamble). Other laws regulating land relations may be enacted on the basis of this Code.Land is declared to be in exclusive ownership if the State in article 2.

    In the Article 8 the wording “land of kolkhozes and state agricultural enterprises” shall be substituted with the wording “other non-agricultural land”. Article 9 shall be supplemented with the wording “plots of land allotted for farming and subsidiary small-holding”.
