    The papers in this publication were presented at the Seminar on Harvesting of Non-wood Forest Products, which was held from 2 to 8 october 2000 at the International Agro-Hydrology Research and Training Center in Menemen-Izmir (Turkey) at the invitation of the Ministry of Forestry and under the auspices of the Joint FAO/ECE/ILO Commitee on Forest Technology, Management and Training. More than 80 participants from 32 countries attended the seminar.

    La Conferencia Internacional sobre la Contribución de los Criterios e Indicadores para la Ordenación Forestal Sostenible: El camino a seguir (CICI - 2003) fue organizada por el Instituto Nacional de Bosques (INAB) de Guatemala en la ciudad de Guatemala, del 3 al 7 de febrero de 2003, con el apoyo de la Organización de las Naciones Unidas para la Agricultura y la Alimentación (FAO), la Organización Internacional de las Maderas Tropicales (OIMT) y los gobiernos de Finlandia y Estados Unidos.

    Mountains of the world cover about one-fifth of the land surface, are home to one-tenth of the world's population, and provide livelihood to some of the poorest communities in the world. Mountain lakes and streams are a source of freshwater for countless riparian human communities, support industries, provide water for irrigation and hydropower electricity production and for fish.

    The global reproduction of food, notably cereal crops, appears to have been remarkably resilient to the vagaries of climate. The unsung hero in this production chain may well be groundwater. When rainfed agriculture fails, the fallback is usually groundwater. First it is accessed to smooth over the dry periods, and then it becomes a habit. Therefore, staying within strict resource limits would seem to be the obvious piece of management advice.

    This study investigates the political and contentious nature of access to mountain natural resources by poor, disadvantaged and marginalized people, including women and youth, and the policy processes associated with access and development over time. This study has been commissioned by FAO to look at sustainable livelihoods approaches to access to natural resources in mountain areas. We concentrate on access by poorer and marginalized groups to policy processes whereby long-term sustainable access to resources is achieved.

    In the first part of this paper the role of the core principles in three different scenarios will be discussed. The first is a setting where a shared watercourse, but no specific treaty exists; the second, where a treaty is in the process of being negotiated; and the third where an agreement over the shared resource is in force. The second par t of the paper will look in detail at the normative content of each principle, its reflection in specific watercourse agreements and its implementation by joint bodies.
