Seventy percent of extremely poor households, a majority of who live in rural areas where hunger and poverty prevails, are now being caught up in a new web of lack of access to wetlands as safety-net during hard times due to appropriation of wetlands by private developers.

In the last hundred years, the system has remained more or less the same, where land records are kept in paper format and majority of operations are carried out on a manual basis. The lack of a modern cadastral system has contributed to problems in land administration in the country.

Land-use changes have become a key component in the current strategies for managing and monitoring the natural resources and environment changes. The purpose of this study was to assess the land covers change and decline in sugarcane farming using a three time series of Landsat satellite images of 1984, 2000 and 2015.

It is based on qualitative research data that was collected during field visits between July and November 2007 in three arid lands districts in Northern Kenya - Isiolo, Baringo/East Pokot and Garissa. Research areas were selected to gain insight into conflict and legal dynamics among a variety of ethnic groups and in differing ecological and political environments.

The County Government Act 2012 at section 110(1)(a) stipulates that the County Spatial Plans shall give effect to the principles and objects of county planning and development contained in section 102 and 103 of the same Act.

This is a major barrier to sustainable resource management and to pastoral development. However, there are examples from around the world of efforts to facilitate transboundary movements and transboundary ecosystem management by pastoralists. This report examines how pastoral mobility has been impacted by the creation of unnatural boundaries within their landscapes and how societies cope with these constraints through legal or informal arrangements.

In the new Constitution 2010, devolution of some national government functions and formation of county governments was provided for. These invoked the development of new land laws to guide the devolution processes and procedures. According to the County Government Act 2012, all County Governments are supposed to develop digital Geographic Information System (GIS) based spatial plans and these calls for development of LIMS for and efficient breakthrough.
