    This Act amends the Constitution of Zambia by repealing the Preamble and replacing Part I (Supremacy of the Constitution), Part II (National values, principles and economic policies), Part IV (Citizenship), Part V (Representation of the People). Parts from VI to XIV are also repealed and replaced. New Parts from XV to XX are inserted.

    This Act concerns the faculty of trust corporations (as defined by this Act) to act as administrator of executor of wills or administrator of estates of deceased persons. Certain reservations are made for securities and land. A trust corporation may be appointed as an executor or an administrator by the High Court.

    This Act makes provision for the appointment of the Administrator-General and defines functions and powers of this public office. The Administrator-General shall be responsible principally for the administration of estates of deceased persons leaving property in Zambia.The Administrator-General shall be a corporation and an Administrator-General and as many assistant Administrators-General as necessary shall be appointed by the Public Service Commission. The Administrator-General shall be responsible for the administration of estates.

    The Contracting States, in the belief that objectives set out in the Preamble would be better achieved by amending the 1968 Algiers Convention on the Conservation of Nature and Natural Resources by expanding elements related to sustainable development, have agreed on measures to enhance environmental protection, to foster the conservation and sustainable use of natural resources; and to harmonize and coordinate policies in these fields with a view to achieving ecologically rational, economically sound and socially acceptable development policies and programs for the Convention area.

    These Regulations provide for registration of charges created upon farming stock, additional assets or other agricultural assets under the Agricultural Credits Act. They provide for matters such as: application for registration of charge; duties of registrar on receipt of application for registration; application for noting of discharges in register, and prescribe forms in relation with applications and certification.

    This Act makes provision with rights relating to credit for agriculture. A charge, lien or assignment may be created on farming stocks and additional assets in accordance with section 3. “Farming stock” and “additional asset” is defined in section 2. An agricultural charge may be fixed or floating, or both and may be in form and made upon such conditions as the parties to the charge may agree.

    This Act provides with respect to a system of charge, lien or assignments on agricultural goods and warehouse receipts for credit, and for supervision and the registration and certification of warehouses and for these and other purposes establishes the Warehouse Licensing Authority. The Authority shall be a body corporate and shall: (a) certify warehouses; (b) approve negotiable warehouse receipt books; and (c) perform any other function incidental or conducive to the carrying out of its functions under this Act or any other law.

    The annual rent to be paid for a lease of an agricultural holding issued in accordance with the provisions of Part III of the Act shall be four and one-half percent of the value of the unimproved land comprised in the holding.

    This Act establishes the Agricultural Lands Board under section 4. The functions of the Board, in addition to the powers and duties specifically assigned to it under this Act, shall be: (a) to keep under review the use that is being made by the President of State Land outside urban and peri-urban areas and to make such recommendations to the Minister thereon as it may deem fit;(b) to carry out such other duties in relation to the alienation of State Land; (c) to keep under review the general operation of this Act (sect. 8).

    These Regulations make provision with respect to recognition orders for the recognition of arbitral tribunals. Applicants may be professional bodies or organisms. Application shall be made to the Minister of Legal Affairs in the form set out in the Schedule. Where the Minister refuses to issue a recognition order, he or she shall give notice of the decision to the applicant in the form set out in the Schedule. Forms are also prescribed for notice of change of name or constitution or rules of an arbitration institute.
