    This report presents the outcome of a macroeconomic survey of the forest sector of the Republic of Latvia. It presents issues and parameters facing public and private sector decision-makers in their respective attempts to develop this sector. It identifies opportunities and constraints to investment and proposes measures to, accordingly, either engage them or remove them. It also attempts to introduce simple methodologies to undertake analysis currently constrained by the absence of more comprehensive data.

    The Act regulates the acquisition of land on which a usufruct has been established under the Land Reform Act. According to the document, land subject to usufruct under the Land Reform Act which is not required for the exercise of the powers of state, to a local government for the performance of its functions or for other public purposes may be acquired.

    The Apartment Associations Act provides for differences in legal status, bases of activity and termination of apartment associations. An apartment association is a non-profit association established by apartment owners for the purpose of shared management of the legal shares of the buildings and plot of land which are part of the object of apartment ownership and representation of the sharedinterests of the members of the apartment association.

    For the purposes of this Act, the objects of common ownership are a plot of land and such parts and equipment of a structure which are not part of the physical share of any apartment ownership and are not in the ownership of a third person. Immovable property ownership the object of which is a plot of land together with a structure or a structure to be built thereon may be divided into apartmentownerships. Apartment ownership is created by entry in the land register.

    Land reform has been a strong part of the overall re-structuring of the Lithuanian economy and it has contributed to the gains in living standard that have been achieved since 1994. Like the other former Soviet states, Lithuania suffered strong declines in agricultural and industrial production following independence.

    Estonia is an independent and sovereign democratic republic wherein supreme political authority is vested in the people. The independence and sovereignty of Estonia are timeless and inalienable (Article 1). The land, territorial waters and airspace of Estonia constitute an inseparable and indivisible whole (Article 2). The natural wealth and resources of Estonia are national riches which must be used economically (Article 5).
