    South Africa is been faced with erratic power supply, resulting in persistent load shedding due to ageing in most of its coal-fired power plants. Associated with generating electricity from fossil fuel are environmental consequences such as greenhouse emissions and climate change. On the other hand, the country is endowed with abundant renewable energy resources that can potentially ameliorate its energy needs.

    What potential will the fit-for-purpose land administration concept have of working in the Republic of South Africa? This question is asked against the existence of a high-quality cadastre covering most of the South African landmass. However, a large proportion of the people living in South Africa live outside of this secure land tenure system. Many citizens and immigrants reside on communal land, in informal settlements, in resettled communities, in off-register housing schemes, and as farm dwellers, labour tenants and other occupants of commercial farms.

There is a need for the cadastral and land administration systems to be reshaped, and for new land tenure forms to be developed to record all land rights and interests so as to improve land tenure security for all.

    THIS report is based on research undertaken by AFRA in 2002/3. The process of compiling the information included an extensive literature review, workshops with the forest dwellers and interviews with various stakeholders. A number of issues were considered and a large volume of literature and workshop reports on these exists in AFRA's offices. These are available on request. The Department of Regional and Land Affairs commissioned a similar study in 1993 when the state was attempting to lure people out of the forest following the 1988 "invasion".

    The Government of South Africa has a major holding of forest land, with a total estate covering 892,000 ha of forest and associated land. Within the state's forest holding there is a wide diversity of forest and land types including: commercial plantations and other afforested land; indigenous forests; legally protected (indigenous) forest areas; and associated bare land. This land is partly owned by the state and partly held on behalf of local communities, some of whom also have existing rights to use the forest land for various purposes.
