Located on Myanmar’s eastern border with Thailand, Kayah State has long been isolated because of conflicts between the minority groups there and the Burmese army; as a result, little is known about its agricultural systems. As a preliminary to NGO agricultural development projects, an agrarian diagnosis of two major types of agroecosystems in the state—lowlands alluvial plains and uplands—was conducted. The objective was to identify recent agrarian changes leading to the current presence of different types of farmers in each area and understand their development potential.

Particular emphasis is placed on the impact of the reform on the rural economy and its participants, namely farmers, landless laborers and marketing intermediaries. The reform had a positive effect on all these participants through the creation of employment opportunities and increased income.

The implicit objective behind this requirement is to ensure that there is adequate capacity in the country to deal with adverse effects on the environment, forests, and other natural resources that the policies could trigger, even at the program design stage.

The Committee received a presentation of the evaluation report on the implementation of the Comprehensive Rural Development Programme (CRDP) by the Department of Perfomance, Monitoring and Evaluation (DPME). The National Evaluation Plan (NEP) containing 52 evaluations that cut across government had been approved by Cabinet in 2012/13. There were eight evaluations in the rural development sector and the CRDP was one of the key programmes implemented since 2009.
