    This paper seeks to understand the drivers and pathways of local livelihood change and the prospects for transformation towards a more sustainable future. Data are used from several studies, and a participatory social learning process, which formed part of a larger project in two sites in the Eastern Cape, South Africa. Secondary information from a wealth of related work is used to place our results within the historic context and more general trends in the country. Findings indicate that livelihoods in the rural Eastern Cape are on new trajectories.

    The Committee received a presentation of the evaluation report on the implementation of the Comprehensive Rural Development Programme (CRDP) by the Department of Perfomance, Monitoring and Evaluation (DPME). The National Evaluation Plan (NEP) containing 52 evaluations that cut across government had been approved by Cabinet in 2012/13. There were eight evaluations in the rural development sector and the CRDP was one of the key programmes implemented since 2009.

On a global level, food security is closely linked to Goal 1 of the Millennium Development Goals, namely to eradicate extreme poverty and hunger by, amongst others, halving, between 1990 and 2015, the proportion of people who suffer from hunger.

    Drawing on insights from multiple studies, this policy brief addresses the importance of gender considerations for small-scale livestock farming communities relative to food security in the South African context. The brief examines some key elements of gender issues in relation to small-scale livestock farming, asks how some of these elements align with current policies and practices, and suggests a number of focused policy recommendations. Two thirds of the world’s 600 million poor livestock keepers are rural women.

    Meat production in South Africa is on an increasing trend. In South Africa rising wealth, urbanisation and a growing middle class means South Africans are eating more processed and high-protein foods, especially meat and dairy products. These foods are more land- and water-intensive than fruit, vegetable and grain crops, and further stress existing resources. Traditional agricultural farms cannot keep up with the increasing demand for animal products and these farms are being replaced with concentrated animal feeding operations.

    The Department of Agriculture, Forestry, and Fisheries is currently developing a project in conjunction with the Department of Rural Development and Land Reform (DRDLR) to create Agri-parks in locations throughout South Africa. These Agri-parks aim to involve smallholders and local producers in the entire process of agriculture to address both food security and poverty. The Department hopes to fight issues such as the 14 million hungry South Africans, unused potential farmland, and the inequality between private agricultural business and the people.

    This policy brief draws on three sources of data from a study undertaken in Lesseyton in Lukanji Local Municipality and Willowvale in Mbashe Local Municipality, in the Eastern Cape Province, South Africa.The aim was to understand the vulnerability context of households in the two sites and how they coped with multiple shocks and stresses, with an emphasis on various types of safety nets. Methods included a survey that specifically targeted vulnerable households, data from several community workshops and in-depth life history interviews.
