    ACES is a three-year (2014 -2017) research project that is being implemented in Mozambique with the main purpose being to contribute to poverty alleviation in Mozambique by co-producing new knowledge of the dynamic links between land use change, Ecosystem Services (ES) and the wellbeing of the rural poor and thereby meet the demand from policy makers and practitioners for ways to better manage Mozambique’s woodlands (Dewees et al. 2008; Wiggins et al. 2012).

    Mozambique has become a hot spot in the global rush for land in the last decade. Growing investments in sectors such as mining, hydrocarbons, forest plantations and industrial agriculture most often target rural land held by local communities under customary law, and conflicts between communities and investors often arise. Existing laws regulating land are poorly implemented and enforced, which is due to the power imbalances existing between the government, companies and local communities.

    The Committee received a presentation of the evaluation report on the implementation of the Comprehensive Rural Development Programme (CRDP) by the Department of Perfomance, Monitoring and Evaluation (DPME). The National Evaluation Plan (NEP) containing 52 evaluations that cut across government had been approved by Cabinet in 2012/13. There were eight evaluations in the rural development sector and the CRDP was one of the key programmes implemented since 2009.

Une étude d’impact environnemental et social, composée d’un plan de gestion environnementale et sociale, d’un plan de réinstallation involontaire et d’un plan de développement local, a été finalisée en 2010.

In order to avoid the potential pitfall of studying a particular project that may well have atypical effects, this paper systematically investigates the impact on commercial farm wage incomes for rural smallholder households of all pledged investments in the agricultural sector in Zambia between 1994 and 2007.
