    A Land Information Management System (LIMS) is an information system that enables the capture, management, and analysis of geographically referenced land-related data in order to produce land information for decision-making in land administration and management. The system is a Geospatial Information System (GIS) driven for the purposes of handling and managing parcel based information. The Republic of Kenya, located in East Africa, ranks 33rd in the world in terms of population with 38.6 million people and has a land area of 224,081 square miles.

    The Commission has been in the forefront of promoting good governance and accountability in the land sector. Progress in the land sector has been mixed. Through the effort of the government, support agencies and other stakeholders the Commission was able to devolve its function to the 47 counties through the County Land Management Boards (CLMBs). The CLMBs have in effect devolved land services throughout Kenya. However, achieving land, better land governance, accountability in the land sector and ensuring secure land rights for all Kenyan is still to be achieved.

    The Land Governance Assessment Framework (LGAF) is a diagnostic tool for the evaluation of the legal framework, policies and practices regarding land and land use. The LGAF is based on a comprehensive review of available conceptual and empirical material regarding experience in land governance (refer to Land Governance Assessment Framework: Conceptual Approach, Formulation and Methodology). In 1995, the Uganda government embarked on land reform starting with the Constitutional provisions.
