    This Act establishes the National Land Fund with the purpose of: a reasonable management of state-owned arable lands, promoting ecological agricultural production and economic efficiency, and creating a modern landed property structure based on family farms. Property rights in regard of the Fund are exercised by the Minister of Agriculture and Rural Development. He has to report annually to the Parliament on the situation of the Fund and of the managing organization.

    During the past two decades agrarian (‘land and farm’) reforms have been widespread in the transition economies of Eastern Europe, the Caucasus and Central Asia (EECCA), following earlier ones in Asia (China and Vietnam). However, independent family farms did not become the predominant sector in most of Eastern Europe. A new dual (or bi-modal) agrarian structure emerged, consisting of large farm enterprises (with much less social functions than they had before), and very small peasant farms or subsidiary plots.

    This social assessment (SA) was conducted under the Fergana Valley Water Resources Management Project (FVWRMP), which is providing assistance to the Government of Tajikistan to address irrigation and drainage deficiencies in Eastern Sughd. The main SA objectives were to understand how prevailing structures of water provision, land reforms, and gender relations impact rural livelihoods; to analyze experiences in establishing inclusive Water Users Associations (WUAs); and to provide recommendations to FVWRMP with the aim of enhancing its programs.

    Climate mitigation targets must involve the agricultural sector, which contributes 10%–14% of global anthropogenic greenhouse gas (GHG) emissions. To evaluate options for implementing mitigation measures in the agricultural sector, farmers’ knowledge, positions, and attitudes towards agricultural GHG emissions, their accounting, and reduction need to be understood. Using an online survey, we asked 254 German farmers about their motivation to reduce GHG emissions and their acceptance of possible regulation schemes.
