    If 2009 was the end of the hinterland and the beginning of a new globalized forest era, 2010 was a year of pushback. Worldwide, the news was full of reports of forest communities and Indigenous Peoples pushing back at land grabs and shaping policy at the national and global levels, and of governments countering and trying to contain community rights. Some governments and private investors accepted or even embraced the new players at the table and began to promote fairer business and conservation models.

    After a number of constitutional amendments in 1990 had introduced the need to revise the legal framework for land and natural resources1, the government of Mozambique embarked upon a rather piecemeal process to develop a new policy and institutional framework for natural resource management.     With deforestation and other land uses accounting for 11 percent of annual global greenhouse gas emissions, the international community agrees on the need to address deforestation as an important component of climate change. Community forests represent a vital opportunity to curbing climate change that has been undervalued. Today communities have legal or official rights to at least 513 million hectares of forests, only about one eighth of the world’s total, comprising 37.7 billion tonnes of carbon.

In doing so, authoher reaches exactly the opposite conclusion of the government of India and the financial media. The brief find that India’s current system of financial and environmental regulation is jeopardizing India’s financial system for entirely different reasons to those often argued. And the planned “reforms” of this system will exacerbate these growing threats.
