    Women and childrens' insecure rights to property and inheritance in many countries in sub-Saharan Africa is not a new issue. The extended family support systems that used to function as social safety nets for widows and orphaned children have weakened as a consequence of societal changes such as economic development, migration and urbanization. This situation has clearly been exacerbated by the AIDS epidemic. Though prevalence is starting to level off, or even decline, in several high prevalence countries, this comes after years of increasing prevalence.

    The project “Community level legal education and support to help rural women secure and exercise land and resource rights, and address HIV-AIDS related tenure insecurity - GCP/MOZ/086/NOR”, hereinafter abbreviated as GCP/086, is the most recent of a series of FAO initiatives implemented, to a large extent, in partnership with the Juridical and Judicial Training Centre (CFJJ) of the Ministry of Justice of the Republic of Mozambique as well as in partnership with a number of National NGOs. GCP/086 started in March 2010.

    This guide on Gender and access to land has been prepared to support land administrators in governments and their counterparts in civil society who are involved in land access and land administration questions in rural development. It is frequently the case that gender issues are left out or misunderstood in such situations, often with negative results. This guide is designed to show where and why gender inclusion is important in projects and programmes that aim at improving land tenure and land administration arrangements.

    This report is based on the proceedings of the Technical Consultation on Gender, Property Rights and Livelihoods in the Era of AIDS, organized by FAO in November 2008.     The report summarises the papers, presentations and discussions of a workshop on failures and achievements at securing women’s land rights. In particular, it addresses the following issues: Land rights and legal reforms,legal aid and land administration practice, women's land rights in an HIV/AIDS context,women's land rights from a food security and livelihoods context. Organised by the FAO and Oxfam, the workshop seeks to establish global and multi-sectoral alliances and multiple strategies as a means of breaking out of the present impasse in this matter.
