The article considers the role and importance of the borderline position of the Belarusian-Lithuanian region, which influences the transformation processes of territorial structures. Particular attention is paid to the areas of coordinated activities on the formation and functioning of transboundary protected natural areas, as well as spatial planning activities for the sustainable use of their constituent natural complexes. The resulted results of researches are received within the limits of realization in 2014-2015.

The review of efficiency indicators of farmlands use was given. Their classification was analyzed and positive and negative sides of their various kinds were considered. Efficiency dependence of farmland use on value of specialization factor was investigated. Offers on perfection of system of the indicators characterizing rationality and efficiency of application of farmlands were made and also new approaches to an estimation of economic efficiency of their use were offered. The research was realized in the conditions of the Republic of Belarus.

Each holder of common property shall have the right to separate out its share, establish the location of its land plot and determine the amount of compensation to the common property holders. Partition of irrigated agricultural land pertaining to common property shall be prohibited if the separated land area is less than the minimum size for reclaimed land established by the regional authority.

It establishes dimensions of agricultural land parcels depending upon agricultural animal species owned by the citizens. If a citizens does not have agricultural animals then maximum dimension of agricultural land parcel allotted for haymaking shall be 0,15 ha and agricultural land parcels cannot be allotted thereto.

In the structure of the land fund of the Altai Region the category of agricultural lands is the most extensive, it is more than 11.5 million hectares. More than 6.1 million hectares belong to individual citizens. There are more than 5 million hectares of state and municipal ownership. The rest of the lands are owned by legal entities. There were analyzed the natural and climatic conditions of the land fund of the Altai Region and its patterns in the natural subzones.

The purpose of this research is to analyse the situation of policy documents and basic laws (constitutions), related to the rational use of rural land and fertile soil as an important natural resource. The analysis has shown affinity of common laws of different countries in relation to the preservation and improvement of agricultural land and to the provision of necessary infrastructure conducive to the development of agriculture. Based on the analysis of legal framework, the main directions and principles of land management and land use planning in agricultural areas were concluded.
