    This book, prepared by the Philippine Environmental Governance Project, serves as a reference guide for field personnel in guiding communities, investors, local government units, private persons and other organisations desiring to apply for tenure instruments on forest lands.The book covers all existing tenure and allocation agreements for the management and use of forest resources in forest lands. Agreements generally refer to long-term tenure instruments in forest lands with right of occupation.

    Criteria and indicators (C&I) are tools to define, communicate and evaluate the sustainability of forest management. Since the Rio summit in 1992, numerous initiatives developed a various C&I sets as multifunctional tools to be applied for monitoring, auditing, science and decisions makers. The existing diversity of C&I sets is a cause for uncertainty and confusion, and thereby diminishes the acceptance and efficiency of the tool.

    Fires are considered a potential threat to sustainable development for their direct impacts on ecosystems, their contribution to carbon emissions, and impacts on biodiversity. In 1997/98, Indonesia had the most severe fires worldwide, and smoke haze pollution recurs yearly. The fire-related policy problems are defined as smoke haze pollution, forest degradation and deforestation, and impacts on the rural sector. Some of the apparent major causes of the problems are identified. The estimate of area affected by fires in 1997/98 is revised from 9.7 million hectares to 11.7 million hectares.

    Research on collective action confronts two major obstacles. First, inconsistency in the conceptualization and operationalization of collective action, the key factors expected to affect collective action, and the outcomes of collective action hampers the accumulation of knowledge. Inconsistent terminology obscures consistent patterns. Second, the scarcity of comparable data thwarts evaluation of the relative importance of the many variables identified in the literature as likely to influence collective action.

    In 2002, mahogany (Swietenia macrophylla) was listed on Appendix II of CITES (the Convention on International Trade in Endangered Species). This requires that all producing countries define and implement sustainable production systems for mahogany, the most commercially important neotropical timber, which is still harvested from natural forests. The only serious efforts to produce mahogany sustainably from managed natural forests are those of communities in Quintana Roo, Mexico, which control 800,000 of natural production forests.
