    These Regulations relate to agreements between access authorities and owners and occupiers of land with respect to access land as provided for by the Countryside and Rights of Way Act 2000 and the Marine Coastal Access Act 2009. Access may be required by authorities to carry out works. The Regulations provide for the period within which, and the manner in which, appeals under section 38(1) of the 2000 Act and paragraph 4 of Schedule 20 to the 2009 Act are to be brought, and also make provision for the advertising of those appeals and for the appeal procedures.

    Section 16 of the Countryside and Rights of Way Act 2000 enables persons to dedicate their land for the purposes of Part I of that Act, which establishes a new regime for access to the countryside. These Regulations, which apply in relation to England only, provide what steps are to be taken when land is dedicated under section 16. Regulation 3 enables the general restrictions that are to be observed by persons exercising the right of access under Part I to be removed or relaxed in relation to dedicated land.

    These Regulations amend for England the Access to the Countryside (Exclusions and Restrictions) (England) Regulations 2003, which make provisions relating to the exclusion or restriction of the public right of access to certain types of land under Part I of the Countryside and Rights of Way Act 2000.These Regulations provide with respect to publication requirements in relation with an appeal made under section 30 of the Act against a decision of a relevant authority not to act in accordance with an application for a direction to exclude or restrict access for the purpose of fire prevention

The Act also provides for the exclusion or restriction of this right in certain circumstances. These Regulations contain provisions relating to the exclusion or restriction of such right of access to land in England. Part II of these Regulations contains provisions relating to means by entitled person so as to exclude or restrict the right of access to any land and relevant procedures.

    Part I of the Countryside and Rights of Way Act 2000 establishes a new regime for access to the countryside. Under Part I maps prepared by the Countryside Agency will show registered common land and open country. These Regulations make provision for the preparation of and consultation on maps in draft form under this Part. Regulation 3 provides for the preparation and scale of maps issued in draft form, including the form in which they are to be prepared.
