The most important international a world-level document defining the policy of protecting land and soil is the UN Convention «On combating desertification/land degradation in countries experiencing drought and/or desertification». Latvia acceded to this Convention in 2002, undertaking to implement it requirements. With the introduction of the Convention, it is necessary to develop a national action program for restriction of land degradation, as well as develop new legislation and a long-term policy.

The spatial structure of rural areas in eastern Poland is characterized by large fragmentation of privately owned farmland, as well as the scattering of parcels across villages and beyond their boundaries. An important defect is also the unfavourable shape of land parcels, which hampers and sometimes even makes impossible rational management of land in a given area. Shape analysis has been the focus of numerous publications in fields such as geography and ecology, and, more recently, also geodesy.

Modern agriculture development possibilities are highly dependent on many factors, including those which are related to the parameters of land spatial structure (including parcels fragmentation and parameters related to their shape). In particular, unfavourable shape of parcels in combination with their small sizes is the most common reason for non-profitability of agricultural production. It is one of the major causes of land abandonment. South Poland is the area of high diversification in terms of the landform, soil quality and spatial structure parameters.

Determining areas affected by forest succession is one of the main tasks aimed at shaping rural areas. Effective determination of the parameters of the dynamics of forest succession in areas used for agriculture is the basis for understanding the phenomenon of land cultivation abandonment. Understanding it allows to implement a proper policy limiting the negative effects of giving up agricultural production. There are many methods to determine forested areas. The most popular group of the methods includes those that rely on the use of LiDAR data.

In Poland significant changes in landscape intensified after the political transformation in late 1980’s. One of the signs of the changes are more transformations of agricultural land into developed land (industry, housing, services). At the same time, abandoned land started overgrowing with trees and brushwood. These are a result of changes in living and housing conditions, technical progress and changes in legislation. Local spatial plan is a planning act that defines the designation of the land in Poland.

The paper addresses the issue of dissatisfaction related to spatial management in rural areas illustrated with an example of southern Poland. In this region, the spatial structure of rural areas is poor, which results, e.g., from substantial fragmentation and scattering of land. Additionally, the Land and Property Register, also known as the real property cadastre for the area is not up to date, and fails to meet social expectations, in particular those regarding the ownership title.
