    In the early 1980s residents of Hobeni, in South Africa’s Eastern Cape, were subjected to forced resettlement, under “betterment” policy ostensibly aimed at soil conservation. They were moved into a spatially contiguous but socially differentiated village. South Africa’s political transition ended this policy, and in the early 1990s, some people, mainly from part of the resettlement area (Kunene) characterized by dense kinship networks who had faced pressure to leave, and began to return voluntarily to their former sites, opting to live in dispersed, flexible settlements.

    Secure access to resources is now recognised in human rights discourse as a universal condition of human well-being. This paper aims to contribute to the theoretical and empirical understanding of land tenure as a human rights issue, by analysing recent land tenure policy in South Africa. Specifically, the paper analyses the implementation of the Transformation of Certain Rural Areas Act (Trancraa) in Namaqualand, Northern Cape Province during 2001 and 2002.

    Farm dwellers – that is, people who live on commercial farms owned by someone other than themselves – are a heterogeneous social group whose socio-economic rights, including those to land, continue to be violated and neglected. Little progress has been made in realising the constitutional rights farm dwellers have to housing, water, sanitation and security of tenure. A key reason for this is that farm dwellers are not ‘legible’ to the state: there is no data available that enables the state to plan and implement programmes targeting them.

    This paper examines the intersections between youth access to land, migration decisions and employment opportunities using nationally representative and multi-year data from multiple African countries. We document evidence on the evolving dynamics in land distribution and ownership patterns, the effect of land access on youth livelihood choices and development of rental and sales market in the region.

Every soil in the world can be allocated to one of the 32 Reference Soil Groups as defined in this document, and can further be characterized by a set of qualifiers. The resulting soil name provides information on soil genesis, soil ecological function and soil properties relevant for land use and management.

    In order to create credibility and sustainability between policies, to avoid political confusion and to reassure “investor confidence”, a clear agri-food policy package needs to be in place. To achieve this, policy packages should be constructed to give coherence, with an explicit goal and set of objectives, underscoring accountability to delivery. Considering current policy debates, the questions pursued in this paper are: does a clear vision guide existing and emerging agriculture and food policies and are a clear set of measures defined to achieve this vision?

    To better understand the role of tenure security in protecting against, and mitigating the effects of, HIV and violence, this book explores these linkages in Amajuba, South Africa and Iganga, Uganda. Results from the qualitative study revealed that property ownership, while not easily linked to women’s ability to prevent HIV infection, can nonetheless mitigate the impact of AIDS, and enhance a woman’s ability to leave a violent situation.
