    Zimbabwe’s economy grew by 0.7 percent in 2016 despite the combined effect of the El Nino drought and domestic financial turmoil. The drought reduced agricultural output and increased food prices towards the end of the year, despite the government’s efforts to boost production and stabilize prices. The public provision of agricultural inputs, the creation of food-for-work programs, and the establishment of price supports for staple foods accentuated the government’s expansionary fiscal-policy stance.

    This research reviews legislation and policies in Zimbabwe that have a direct or indirect bearing on the relocation of communities. The current model for large-scale investments has changed from previous models, where the majority of investment projects were undertaken by international companies with limited governmental intervention. While relocation of communities may be inevitable, it is argued that such actions should take into account constitutional provisions, regional and international best practices.

    This Act amends the amend the High Court Act [Chapter 7:061, the Magistrates Court Act [Chapter 7:10]; and the Small Claims Court Act [Chapter 7: 12] so as to make better provision for the settlement of commercial disputes and related matters. It also provides anew for the establishment and designation of small claims courts.

    This Act amends the Deeds Registries Act by adding a new Part (VIII) on the establishment and operation of the electronic registry. It also inserts a new Schedule setting out a user agreement between the registrar and registered users, for the purpose of regulating the use of the electronic registry by registered users.

However, as in many otherAfrican countries, the promise diamond mining holds for economic growth has been eroded by a lack of transparency and accountability. The country’s diamond sector has been bedevilled by smuggling, opaque licensing, human rights abuses, self-enrichment by executives and public officials, and extremely limited accrual of diamond revenues to the fiscus, among others.
