Argues that Namibia has to reconceptualise its agrarian model because the present land reform programme is setting impoverished black farmers up to fail.

    To better understand the role of tenure security in protecting against, and mitigating the effects of, HIV and violence, this book explores these linkages in Amajuba, South Africa and Iganga, Uganda. Results from the qualitative study revealed that property ownership, while not easily linked to women’s ability to prevent HIV infection, can nonetheless mitigate the impact of AIDS, and enhance a woman’s ability to leave a violent situation.

In order for the women to realise their land and inheritance rights it is important for the policy makers to have in place mechanisms and institutions to guide practice. This report sets out the status of women’s land and inheritance rights in Lesotho. The aim is to provide a consolidated baseline which can inform policy making, implementation and monitoring.

    Poverty in rural households have deepened in the past two years through world events: unprecedented rises in food and fuel prices were followed by global economic meltdown, all amidst growing climate uncertainty. Balancing water availability within and across growing seasons, water harvesting helps to buffer households against drought. Research on water harvesting in South Africa has focused on rural household livelihoods. Innovative results on appropriate water harvesting technologies and food security facilitation techniques are now being implemented in villages across South Africa.

    Communal tenure in South Africa has had rises and falls in favour. This section will look at the issue from a pragmatic perspective of choice. This involves assessing what issues inform whether South Africa can chose either to replace or to ignore communal tenure by analysing what is likely to remain the same politically, socially and economically for the foreseeable future and what the forces are changing this situation. This assessment then allows us to assert some practical, general principles that inform the two projects with which this paper is concerned.
