    En Afrique, pres de 500 millions de personnes resident aujourd'hui dans des bidonvilles. La plupart de ces quartiers ne sont pas << en regle >> en matiere de foncier, d'habitat, d'amenagement ou de services. Les operations urbaines constituent un outil privilegie pour ameliorer les conditions de vie des habitants des quartiers precaires. Malgre des progres indeniables realises dans la derniere decennie, le bilan reste mitige, notamment en termes d'impacts social, economique, urbain et environnemental.

    The young man was scared. The city government had instructed him to count the shacks in the settlement. He arrived smartly dressed carrying a briefcase and clipboard with pen in hand and a list of the shacks. His job was to find any new shacks without the official number painted on the door. But he immediately ran into problems. The local residents confronted him, asking what he was doing. Soon a small crowd had gathered. They took him into the community hall, where a meeting was under way. He explained that the city had sent him, but the local people were suspicious.

    Everyone has a relationship to land. It is an asset that, with its associated resources, allows its owner access to loans, to build their houses and to set up small businesses in cities. In rural areas, land is essential for livelihoods, subsistence and food security. However, land is a scarce resource governed by a wide range of rights and responsibilities. And not everyone’s right to land is secure. Mounting pressure and competition mean that improving land governance - the rules, processes and organizations through which decisions are made about land - is more urgent than ever.

    This technical publication documents and draws lessons from the Philippines' experience in implementing alternative approaches in securing tenure for the urban poor. It also explores how these approaches can be institutionalized to achieve a larger scale and ensure sustainability. The study examines three approaches: presidential land proclamations, the Community Mortgage Program, and the usufruct arrangement. The key features of each approach are described and their application illustrated through two actual cases

    Much of São Paulo’s urban expansion is driven by the development of informal settlements on its periphery, which includes the catchment areas that provide important environmental services such as open space and catchments for drinking water reservoirs. In such areas, governance of land, water services and water resources, traditionally administered separately, are in fact interdependent.

    Este artigo surgiu das inquietações a respeito do que Henry Lefebvre em 1968 chamou de ‘direito à cidade’. Segundo o autor o trabalhador tem o direito de usufruir das qualidades e benefícios que a vida urbana proporciona. Apesar de válido, tal questionamento exclui as pessoas trans no que diz respeito ao direito à cidade. Compreende-se por pessoas trans o conjunto heterogêneo formado por travestis, por homens e mulheres transexuais. Ou seja, pessoas que vivenciam o gênero de maneira diversa ao que foi de socialmente imposto ao nascimento.

    Este texto apresenta algumas ideias relacionadas com os processos de (re)construção das identidades familiares, suscitadas no decorrer de uma investigação sobre estratégias de sobrevivência e reprodução social de famílias da periferia de Maputo. Introduzindo o texto com uma caracterização geral das estratégias mencionadas, de modo a fundamentar a importância da compreensão da dimensão identitária na sua análise, a autora analisa alguns dos processos simbólicos através dos quais se reconstroem e se perpetuam as identidades familiares no universo de estudo.
