    The Land Portal Foundation's 2023 Annual Report presents a comprehensive overview of our efforts and accomplishments in transforming land data governance worldwide. 

    Our report highlights three fundamental pillars that have guided our work: Inform, Open, and Debate. Through these pillars, we've expanded our global database of land and property rights programs, enhanced land governance data management, supported data literacy and advocacy, and facilitated critical debates on land governance issues.

    The Lao Land and Forest Allocation Policy (LFAP) was intended to provide clearer property rights for swidden farmers living in mountainous areas. These lands are legally defined as “State” forests but are under various forms of customary tenure. The policy involves demarcating village territorial boundaries, ecological zoning of lands within village territories, and finally allocating a limited number of individual land parcels to specific households for farming.

    Debates and critiques around land policy often focus on the neo-liberal agenda of formalising land as alienable property, most notably through land titling schemes. Sometimes these schemes are posited against alternatives such as land reform and community land holding under common property arrangements. Claims and counter- claims are made for land titling as a means to boost smallholder security in the face of involuntary or otherwise unfair alienation of land sometimes under the rubric of land grabbing.

    This statement was made yesterday in Yaoundé by the Director of ECA's sub-regional Office in Central Africa , Mr. Hachim Koumaré, at the opening of a three-day regional consultations workshop on land policy in the sub-region, taking place in Yaoundé. Around 100 land stakeholders representing national governments, civil society, private sector, centers of excellence and development partners are gathered in the capital city of Cameroon to assess land policy formulation and implementation processes and draw lessons from past experiences.

    In 1998 GIZ (former GTZ) published the “Guiding Principles on Land Tenure in Development Cooperation” in the form of a handbook. The publication enjoyed a warm reception and quickly became a source book among land experts and practitioners in Germany and abroad.

    Since then the relevance, sensibility and complexity of land policy and land tenure issues have even increased, among other reasons, due to a new wave of strengthened interest in land and agriculture as an investment opportunity, a situation often referred to as “land grabbing”.
