    After the downfall of the socialist economic system in 1990, Albania underwent an agriculture reform in 1992. After the reform execution, all agricultural land was redistributed among village residents. The subsequent land segmentation lead to extreme agriculture production implications.Gjocaj Commune is located in the centre of Albania at the Peqin District part of the Elbasan Region, which is a typical agricultural area, very close to Tirana and not far from the Adriatic seashore.

    This article examines the institutionalisation of property rights by way of two case studies on biodiversity conservation in Albania and Romania. The analysis pays particular attention to local level negotiations which occur when local actors make use of concrete resources and engage in discussions about their appropriate use. In both Albania and Romania, national parks are the object of intense negotiations, as local people contest the associated restrictions on their property rights to agricultural land and forest.

    Land management policies for coastal areas are confronted with increased pressures of land development and urbanisation. Across the northern Mediterranean countries, governments have adopted policies and implemented incentive and regulatory instruments to manage this phenomenon. For transition countries, the application of these instruments is less effective due to the weakness of the institutional framework.The Albanian coastal area is suffering for the last ten years from an anarchic urbanisation of its former agricultural land.

    Creation of the Land Information System integrated in the Geographical Information System (GIS) is the main objective of this article in assisting local Government for the sustainable management of land resources. Through this study it was made possible to provide a spatial database at communal level, was also carried out the study of soil and land suitability, data on land use, analysis on land use changes and agricultural land urbanization. The geographical space, in which LIS is set, which is also the objective of this study is Shales commune, Elbasani district.

    Local governance based on institutions for collective action can help overcome social dilemmas in natural and agricultural resource management. A common path towards local governance is decentralisation, and within this context, a transfer of property rights from central government to local resource users. Yet, despite the successes of many decentralisation policies, the phenomenon of elite capture remains a risk. Our paper investigates elite capture in Albania’s Lake Ohrid fishing region. We aim to contribute to the state of knowledge by identifying determinants for elite capture.
