Landlessness is a key cause of poverty and vulnerability in rural India, more so among lower caste communities. A key reason behind the continued landlessness and land-deprivation despite pro-poor reform legislation has been poor legal awareness and access to legal services.
Interventions
This guide takes communities and their leaders, and 'ocal and national civil society organisations, through the steps needed to ensure that land investments in the community are carried out inclusively and responsibly.
The guide focuses on equity and on how land tenure can be governed in ways that address the different needs and priorities of women and men. It moves away from long-standing debates about gender equality in access to land, towards the mainstreaming of gender issues to achieve more gender-equitable participation in the processes and institutions that underlie all decision-making about land.
The guide consists of an overview of the gender relevant policy framework and initiatives at IFIs. It also contains a gender checklist which should help civil society organisations in determining whether gender considerations have been addressed during the preparation and implementation of IFI-financed projects and programmes. The checklist is divided into three parts:
• broad gender considerations during the project/programme preparation, monitoring and evaluation stages,
• gender issues that need to be addressed during the assessment of projects in particular sectors
This toolkit aims to give civil society organizations the tools they need to address gender justice issues in their work. The toolkit contains sections on:
1. Gender Concepts (terms, frameworks and key debates);
2. Gender Action Links (topical briefings and action resources);
3. Gender Tools (checklists, indicators and methodologies for gender analysis in specific sectors); and 4. Gender Data (links to sex-disaggregated databases). All sections contain electronic hyperlinks to a vast array of available gender resources.
