    The residents of the Ganges and Mekong River deltas face serious challenges from rising sea levels, saltwater intrusion, pollution from upstream sources, growing populations, and infrastructure that no longer works as planned. In both deltas, scientists working for nearly two decades with communities, local governments and nongovernmental organizations (NGOs) have demonstrated the potential to overcome these challenges and substantially improve people’s livelihoods.

The project seeks to understand the different modes and outcomes of water governance in selected polders and the role that communities play in such governance.

Technological devices that lift, transport and apply water contribute to increased yield from improved crop varieties and high input cultivation. The increasing use of motor pumps is a significant contribution to the development of small-scale irrigation.

    This report analyzes the history of groundwater development in the eastern Uttar Pradesh region over the 1950-1990 period. Its main conclusion is that the story of groundwater-based livelihood creation in the Ganga basin is one of failed public initiatives and successful adaptive responses by private agents. However, tube-well-induced agrarian dynamism in eastern Uttar Pradesh and north Bihar in recent years can spread to the entire basin if public policy makers learn correct lessons from the experience of these two subregions.
