   The Chittagong Hill Tracts (CHT) peace accord was signed on December 2, 1997 in Dhaka at the Prime Minister's office between the government and the Parbatya Chattagram Jana Sanghati Samity (PCJSS). However, some hill tribe sects and organisations have rejected the accord. Both sides, considering CHT as Tribal Populated Region, recognised the necessity for protection of the character of this region and for overall development of it.

The Contracting Parties shall develop economic bilateral cooperation for their mutual benefit in the following fields: agriculture and forestry, food industry, energy, protection of the environment, soil protection, pesticides.    By virtue of this Agreement the Parties aim at the protection of the ecosystem and sustainable development of the Prespa Park Area. Cooperation includes the prudent management of water quality and quantity of the Prespa Lakes; pollution prevention of control; biodiversity protection; protection of soil against erosion, depletions, infections and pollution; preventing the introduction of alien animal and plant species. The Agreement provides for the adoption of plans, porgrammes and environmental standards and criteria to achieve these objectives.

   The present Agreement is applicable to expropriated land, including arable land, pastures and land for waterworks, pertaining to Abumuhar and Karsh irrigation channels, and Tuymuyun water reservoir that have been conceded to the Parties on condition of joint permanent land tenure. The Parties have agreed that the aforesaid land has no value and the mutual payment shall be done according to the estimates contained in the Annex.

   The Contracting States, in the belief that objectives set out in the Preamble would be better achieved by amending the 1968 Algiers Convention on the Conservation of Nature and Natural Resources by expanding elements related to sustainable development, have agreed on measures to enhance environmental protection, to foster the conservation and sustainable use of natural resources; and to harmonize and coordinate policies in these fields with a view to achieving ecologically rational, economically sound and socially acceptable development policies and programs for the Convention area.

   In implementation of the Alpine Convention of 1991, the Signatory Parties have concluded this Protocol to promote their cooperation in matter of territorial planning and sustainable development. The Protocol is divided into five Chapters: (I) General Provisions; (II) Specific Measures; (III) Research, Education and Information; (IV) Enforcement, Control and Assessment; (V) Final Provisions. The Parties undertake to adopt territorial planning and sustainable development policies by harmonizing both economic interests and environmental protection requirements (art. 3).

    The Convention shall cover the Alpine region, as described in the Annex. The Contracting Parties shall take appropriate measures among others on population and culture, regional planning, prevention of air pollution, soil conservation and water management. The Contracting Parties shall pursue a comprehensive policy for the preservation and protection of the Alps by applying the principles of prevention, and cooperation, through the prudent and sustained use of resources.
