Much of the research on urbanization has focused on how rural populations move to cities for work opportunities. This paper takes a different perspective on the relations between rural populations and urbanization. The livelihoods of rural dwellers on the outskirts of the city of Bogotá in Colombia are increasingly affected by the expansion of urban activities and infrastructure. Therefore, urbanization takes place in the areas of residence of the rural populations; these people do not migrate to the city but, rather, the city migrates to them.

The analysis seeks to understand the significance and consequences of RRPs during the last four decades and the role of a favorable legal framework in affecting their development.

Since the middle of the 20th century, irrigation in the southeast of Spain has displayed significant productive growth based on the intensive use of the scarce water resources in the area and the contribution of river flows from the hydrographic basin of the Tagus River to the hydrographic basin of the Segura River. Despite high levels of efficiency in the water use from the new irrigation systems, the water deficit has only intensified in recent years.
