After the Doi Moi (‘renovation’) reforms in Vietnam from 1986, land ownership rules were adjusted, effectively terminating former land collectivisation efforts. While land ownership remained fully under the control of the state, a 1993 land law conferred 20-year leaseholds to most farmers. They could now utilize farm land individually, and sell, swap and mortgage the land in a situation similar to private ownership. These leaseholds are now expiring and a new 2013 land law is in the making.

Despite rapid urbanization, the region remains predominantly rural. More than 60 per cent of its population live in rural areas, and the vast majority of these people are engaged in agriculture. Due to rapid growth of its agricultural sector, the Mekong region has become a global centre of production and trade for commodities such as rubber, rice, cassava, wood, sugar cane, and palm oil.

The conversion of natural forests to different land uses still occurs in various parts of Southeast Asia with poor records of impact on ecosystem services and biodiversity. We quantified such impacts on earthworm diversity in two communes of Quang Nam province, Vietnam. Both communes are situated within buffer zones of a nature reserve where remaining natural forests are under threat of continued conversion.

We draw on empirical results from three case studies of property rights change across forest and fisheries ecosystems in central Vietnam to investigate the circumstances under which collective property rights may make sense. A
generic property rights framework was used to examine the bundles of rights and associated rights holders in each case, and to assess these arrangements with regard to their contextual fit, legitimacy and enforceability. The cases illustrate the interactions between private and collective rights to lands and resources, and the
