A policy brief introducing a new book edited by Khwezi Mabasa and Bulelwa Mabasa. The book examines how land and agrarian reform impacts nation building;citizenship and identity formation. It draws attention to the limitations of reducing land to a commodity and how this approach perpetuates social conflict and inequality in land reform policy implementation. The brief argues that it is important to explore the contested meanings of land in society. These varied meanings challenge traditional land reform perspectives.

An analysis of the July South African report on land and agriculture which documents the sorry tale of land reform since 1994. Says action on land reform is long overdue. Makes sensible recommendations on expropriation. Suggests a policy shift towards equity as a goal of land reform and a shift towards redistribution. Makes the case for substantial (at least half) allocations to women and a focus on urban/peri-urban land. Adding to redistribution;restitution and land tenure reform;it suggests a fourth pillar – land administration.

Factors and actors driving the reform agenda
Journal Articles & BooksJuly, 2017Central Asia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, MongoliaThis paper examines the roles of the state, international organisations and the public in pastoral land reform in the Central Asian republics and Mongolia. In recent years new legislation has been passed in most of these countries, often driven by environmental concerns. In the development of these laws, international organisations tend to promote common property regimes, whilst governments usually emphasise individual security of tenure, each using environmental arguments taken from quite different bodies of theory.
