    Globally, according to FRA 2000, planted forests account ed for only 5% of forest area, but up to 35% of industrial roundwood supply. This is anticipated to rise to 40-44% by 2020. Planted forests reflect a higher social, environmental and economic importance than their area would suggest. Many countries have existing planted forest data that is not based upon forest inventory, is incomplete and often outdated. Thus it is difficult to measure and plan the quantity and quality of planted forest resources and the provision of goods and services that they supply.

    One of the guiding mandates within the FAO Constitution is the following: “The Organization shall promote and, where appropriate, shall recommend national and international action with respect to: … the conservation of natural resources and the adoption of improved methods of agricultural production ...”. In many African countries, in addition to low yields, food production is limited by the availability of land and water resources.

    The availability and quality of clean water in many regions of the world is more and more threatened by overuse, misuse and pollution. In this context, the relationship between forests and water must be accorded high priority. Forested catchments supply a high proportion of the water for domestic, agricultural, industrial and ecological needs in both upstream and downstream areas. A key challenge faced by land, forest and water managers is to maximize the benefits that forests provide without detriment to water resources and ecosystem function.

    This paper focuses on legal and institutional aspects of children’s property and inheritance rights in Southern and East Africa. Chapter 2 discusses violations of children’s property and inheritance rights and discusses how the spread of HIV/AIDS has contributed to the violations. Chapter 3 assesses several norms of customary law that aim to protect children’s property and inheritance rights as well as the current practices of customary law that—in the context of the HIV/AIDS pandemic—serve to complicate and limit children’s ability to maintain their rights.

    The present issue of Forest Genetic Resources (FGR) goes to press immediately following the Eleventh World Forestry Congress held in Turkey 13-22 October 1997, which more than 4000 colleagues from 145 countries attended. In regard to the conservation and use of forest genetic resources, the Congress, in its deliberations and report, stressed that action to conserve, manage, sustainably utilize and enhance forest genetic resources is an urgent priority.
