This staff paper provides (1) a summary of the proposed bill regarding the annual conservation and land preservation tax concept, (2) observations and a preliminary assessment of the impacts, and (3) an outline of potential issues, considerations, and related alternative concepts that policymakers, interest groups and citizens may wish to consider during the course of debate on the proposal.

About 20% of global greenhouse gas emissions are from landuse, landuse change and forestry (LULUCF) and mostly are from deforestation in the tropics. In March 2001 the Centre for International Forestry Research facilitated an international workshop to identify a global agenda of high priority research questions key to research areas related to the Clean Development Mechanism (CDM) and LULUCF.

Most land management policies, such as land retirement, have multiple objectives. This study uses a cellular automata simulation model to explore how various spatial characteristics of land parcels on a hypothetical landscape contribute to the efficacy of land retirement in the presence of multiple retirement objectives-– hydrological improvement, habitat improvement, and cost. Statistical analysis of the simulation results is used to tie particular spatial characteristics back to achievement of the three distinct objectives.

The miombo woodlands of eastern, central and southern Africa are some of the most extensive dry forests in Africa. They supply a myriad of products and services for local populations, governments and the private sector, the main stakeholders. Planning the management and use of the woodlands by many and diverse stakeholders who often have conflicting interests in the woodlands continues to be a great challenge to national governments and other interested parties.

Numerous theoretical approaches to farmland leasing contract choice have been developed with little consistent empirical support, particularly for the Corn Belt. A unique theoretical approach to explaining farmers' lease preferences is presented, using a combination of transaction cost economics and property rights theory. Results demonstrate that both transactional and certain producer characteristics are important motivators of contract choice.

    Peru

Preliminary results of a field study in Pucallpa, Peruvian Amazon, to determine the establishment of six native forest tree species of economic value on degraded areas abandoned after intensive past agricultural use are reported. Study sites were on slash-and-burn farms partially covered with abandoned agricultural areas on Ultisols dominated by invading vegetation mainly composed of Imperata brasiliensis, Rottboellia cochinchinensis and Baccharis floribunda.

Changing landowner demographics and the increasing recognition that some quantity of woody plants is valuable for certain rangeland management objectives has led to increasing interest in selective brush management practices. Brush Busters is a collaborative extension/research program developed in response to this growing interest. A survey of Texas County Extension Agents-Agriculture was conducted in 1999 to determine their perceptions about the interest in and adoption of Brush Busters practices.

The existing empirical literature on farmers' use of soil-conserving, runoff-reducing farming practices, while sizable, contains relatively little information on the influence of cost on adoption decisions and on how farmers combine multiple practices into an overall conservation package. Such knowledge is important in light of current interest in reorienting agricultural policy toward environmental and resource conservation goals.
