Maize is a key global cash crop, produced in every continent except Antarctica. As a flex crop, it has multiple uses including for direct human consumption, as an ingredient for animal feed, as a key component in processed foods, or in ethanol production. According to figures from FAOSTAT, global production increased from 0.2 to 1.2 billion tons between 1961 and 2020.

With a focus on the Lower Mekong countries, this study considers the intersecting issues of land access, livelihoods, management of risk and poverty for men and women smallholder farmers, the land poor and the landless, and how these issues might be addressed in policy and practice. While there has recently been insightful analysis concerning land access, livelihoods, and global land insecurity, we know much less regarding specific mechanisms that keep rural agricultural smallholders and the landless or land poor struggling and it is these issues that we address within this report

Laos depends heavily on rice based agriculture systems and there is evidence that the traditional diversified diet and income base is being eroded, resulting in a negative effect on the livelihoods of the people. The opportunity to gather food in forests is diminishing and dietary diversity is being narrowed.

The report aims to provide critical input to the Mekong River Commission's (MRC) regional Climate Change and Adaptation Initiative (CCAI) which was launched shortly after the formulation of this project. The CCAI is a collaborative regional initiative designed to address the shared climate change adaptation challenges of LMB countries in response to the potential effects of climate change on the socio-economic characteristics and natural resources of the LMB region. MRC has identified need for a more informed understanding of the potential impacts from climate change.

For the purpose of implementing the land tax system set out by Decree No. 50/PM of 1993, additional explanations are given with respect to: (a) the new system of tax collection; and (b) the calculation of land taxes on the basis of the location and of the use of the land. Part III sets out the types of land which may benefit from tax exemption and the procedure to be followed by the applicant. Final provisions establish tasks to be undertaken by the provincial finance departments in order to favour the uniform implementation of the new land tax system.
