    The Guideline 10 of 2012 lays down rules and procedures of evaluating tender offers for leasing undivided agricultural lands. The bidding procedure is implemented by the Commission for the lease of undivided agricultural lands. The offers are evaluated based on the technology to be used for plant cultivation, the investment on infrastructure such as irrigation and drainage, its impact on local employment and the financial bid.

    Implements: Guideline No. 1 dated 18.7.2012 on the procedures of leasing undivided agricultural land. (2012-07-18)

    This Guideline lays down the procedures and requirements for changing the category of agricultural lands and resources. It consists of three parts: (I) Changes of the agricultural land category due to the land qualities degradation as a result of force majeure; (II) Changes in resources categorization; (III) Agricultural land analysis in case of no other available data.

    The Guideline lays down rules of procedure for implementing changes in the cadastral categories of the agricultural land. It regulates the application process, defines the parties that are eligible for such application, and the methods applied for verification and approval of requests for changing the land categories.     The Guideline No. 2 of 2010 lays down methods for the verification and examination of the legal validity of the agricultural land ownership titles by the local commissions established for such purpose. The verifications are done for requests submitted by the local offices of immovable property registration offices and the land protection and administration units at the regional council. The Ministry of Agriculture, Food and Consumer Protection and the Land Governmental Commission are responsible authorities for the process implementation.

    This Guideline lays down the technical criteria used for the classification of pasture and meadows as well as the procedures to be followed for leasing pasture and meadow areas to individuals or private entities. The classification is used for the preparation of management plans, the update of the pasture cadaster, and the lease contracts with private users. The leasing is done in accordance with the management plans and the rules of protecting pasture ecosystems and the sustainable development of pasture resources.
