In recent years, a new era of interventionism has emerged targeting the development of African cities, manifested in ‘fantasy’ urban plans, surging infrastructure investments and global policy agendas. What the implications of this new era will be for specific urban contexts is still poorly understood however. Over the past two decades, “illegal” natural resource extraction has become a significant driver of environmental change and social conflict across the Global South. In response, numerous Sub-Saharan African states have engaged in governance reforms that heed calls to securitize – or, establish and consolidate state control over – natural resources. Input subsidy programs carry support as
instruments to increase agricultural productivity, provided
they are market-smart. This requires especially proper
targeting to contain the fiscal pressure, with decentralized
targeting of input vouchers currently the instrument of
choice. Nonetheless, despite clear advantages in
administrative costs, the fear of elite capture persists.
These fears are borne out in the experience from the 2008

Community-based Natural Resource Management (NRM) is increasingly becoming an important approach for addressing natural resource degradation in low income countries. This study analyzes the determinants of enactment, awareness of and compliance with by-laws related to Natural Resource Management (NRM) in order to draw policy implications that could be used to increase the effectiveness of by-laws in managing natural resources sustainably. We found a strong association between awareness and compliance with NRM bylaws.
