    These Regulations implement provisions of the Development Facilitation Act, 1995 in relation with a wide variety of matters relative to: the development tribunal of each province as provided for by section 15 of the Act and relative proceedings that may me initiated before each tribunal including: filing of documents; application for the condonation of non-compliance; settlements; duties of tribunal officers; various applications that may be made to the tribunal; award by tribunal of land availability agreements; and service agreements.

    These Regulations, made by the Member of the Executive Council of the Northern Province under 27 the Development Facilitation Act, provide procedural rules relative to the setting and reviewing land development objectives by all local government authorities in the province under supervision of the Member of the Executive Council (MEC) as provide for by Chapter IV of the Act.     This Notice, made by the Deputy Minister of Agriculture under section 8 of the Conservation of Agricultural Resources Act, amends the Notice on Establishment of a Soil Conservation Scheme by expanding that Scheme to: (a) incorporate the drilling of boreholes for stock watering purposes; (b) include assistance in respect of drilling of boreholes by Government drills and private drilling contractors, borehole casing, pump tests as well as borehole pumping equipment.

    This Notice, made by the Deputy Minister of Agriculture under section 8 of the Conservation of Agricultural Resources Act, establishes an Irrigation Improvement Scheme. The objects of the Scheme shall be to prevent that the soil becomes waterlogged, to prevent salination of the soil, to utilise and protect water resources and to construct waterworks for those purposes, and to provide for payment of subsidies for such purposes. Subsidies may be paid to participants in the Scheme in respect to waterworks in the defined area as classified by this Notice.

    This Notice, made under section 16 of the Environment Conservation Act, 1989, declares the area described in the Schedule to be a Protected Natural Environment and specifies directions that shall be applicable to the area: properties in the area shall be managed and controlled in accordance with section 16 and 17 of the Act as a collaborative nature reserve and general objectives of the Act shall be pursued on the properties which shall be managed as a reserve with exclusion of any normal or conventional agricultural activities.

    This Notice, made by the Deputy Minister of Agriculture under section 8 of the Conservation of Agricultural Resources Act, establishes a Flood Relief Scheme. The objects of the Scheme shall be to promote the repair of flood damage in flood disaster areas as defined by article 4 and the Table to this Notice. Subsidies may be paid to farm units in respect to flood damage repair in the defined area. Works must meet certain conditions set out in this Notice and obtain the consent of the executive officer.

    These Regulations, made by the Deputy Minister of Agriculture under section 29 of the Conservation of Agricultural Resources Act, provide for measures to protect soil from erosion and in general conservation of the soil and combating of weeds and plant invaders. In particular attention is given to cultivation of land (especially on slopes), protection of cultivated land against erosion through the action of water or wind, and prevention of waterlogging and salination of irrigated land.
