And a presentation of progress made in implementing the decisions of previous steering committee meetings. The presentation is: The joint working group on land (JWGL) planned to deliberate on the reorganization of the ALPC steering committee membership, taking into account the ALPC strategic plan, and would table it for a decision from the steering committee.

    Secure tenure and registered land rights are widely believed to be necessary for access to credit, well functioning land markets and economic development. As a result Namibia introduced long term leasehold rights over communal and commercial land for resettlement purposes in order to address preindependence imbalances in land holdings. The purpose is to bring the resettled beneficiaries into the mainstream of the economy, but this has not happened.

IFAD’s mandate to address rural poverty and promote rural development is unique among international organizations.     The Voluntary Guidelines on the Responsible Governance of tenure of Land, Fisheries and Forests in the Context of national Food Security (VGGt) represent a new international legal instrument, which was adopted unanimously in 2012 by the United nations Committee on World Food Security (CFS). the Guidelines are a soft law instrument that does not create new, legally binding obligations for states or responsibilities for private actors, but that applies existing governance standards, particularly for human rights, to the management of land.

    ABSTRACTED FROM EXECUTIVE SUMMARY: During the critical years following the 2012 land reforms undertaken in the midst of Myanmar’s political transition, Gret conducted an in-depth study combining qualitative and quantitative surveys in nine villages of Bogale and Mawlamyinegyun townships (Delta) and nine villages in Monywa and Yinmabin townships (Dry Zone). The full report and the synthesis are the result of more than two years in-depth research and 13 months of eldwork that involved an inter-disciplinary team of 11 international and Myanmar researchers.
