    “Director” now means the Director of the department responsible for land" (sect. 1). Section 3, here repealed, concerned the appointment of the Director of Land Records. Consequentially, a reference in any other Act or instrument to the Director of Lands Records shall be to be a reference to the Director of the department responsible for land. The new section 32B empowers the Minister to extend the term of a lease of public land that is less than 75 years to 75 years, subject to fulfilment of certain conditions.

    This Act amends the Land Leases Act [CAP 163]: (a) in provisions concerning a premium payable by a lessee to a lessor in certain circumstances, advance payment of a five-year period annual lease rent, payment of compensation by a proprietor of registered lease to a lessor in case of sale of a rural lease, and rural lease tax; and (b) by inserting a new provision on a premium payable by a registered proprietor to the Minister for the issue of a new lease.

    This Act amends the Land Leases Act [CAP 163] in relation with a premium to be paid by the lessee or the registered proprietor to the lessor prior to the issue of a new lease. This premium shall be based on the full rental value of the unimproved value of the land as determined by the Minister from time to time and the contract rent as agreed to by the lessor and the lessee. The Act also concerns the review of full rental value by the Minister and compensation of a proprietor to a lessor in case of sale of a registered lease.

    This Act provides for the public control on land valuers and their practice and for this purpose establishes the Valuers Board and the Valuers Association of Solomon Islands. The Board shall, among other things, formulate, monitor and review policies relating to the practice of land valuation, register land valuers and regulate and control the practice of registered valuers. The Board may request the Minister to establish a valuers disciplinary committee to which complaints lodged to the Board shall be referred. Appeal against decisions of the Board may be had with the Minister.

    This Act makes provision for the registration of National Land, i.e. any land declared under this Act to be National Land. The Act also makes provisions for certain matters in relation with the acquisition of land by the State for public purposes.The Minister may declare, by Notice, a land to be National Land if the land, in the opinion of the Minister was acquired by a previous administration or required for a public purpose as defined by this Act or “a reason that is reasonably justified in a democratic society that has a proper regard for the rights and dignity of mankind”.

    The National Conservation Council is established under section 4. The Council shall advise the Minister on (establishment of) Conservation Areas and advise the Minister on the formulation of rules applicable to conservation areas, and on the administration and control of conservation areas and carry out other functions set out in section 9.
