    Uganda

This study was conducted with the main objective of determining the linkages between poverty and land management in Uganda. The study used the 2002/03 Uganda National Household Survey in eight districts representing six major agro-ecological zones and farming systems. Farmers in these districts deplete an average of 179 kg/ha of nitrogen, phosphorus and potassium, which is about 1.2 percent of the nutrient stock stored in the topsoil.

    Mozambique

    Municipalities in Mozambique were
established by law in 1997 and elected in 1998 for the first
time, only a few years after the peace agreement. Most
inherited archaic and dysfunctional remnants of colonial and
central government systems and infrastructure, and as such
limited progress was achieved in transforming them into
functioning local governments during the first mandate
(1998-2002). During the second mandate (2003-2008), however,

    Ethiopia

This paper provides evidence from one of
the poorest countries of the world that the property rights
matter for efficiency, investment, and growth. With all land
state-owned, the threat of land redistribution never appears
far off the agenda. Land rental and leasing have been made
legal, but transfer rights remain restricted and the
perception of continuing tenure insecurity remains quite
strong. Using a unique panel data set, this study

    The Ghana Country Environment Analysis
(CEA) has thus been formulated to assist the Government of
Ghana and its development partners to: (a) assess the
country's environmental priorities in key sectors, the
environmental implications of key economic and sector
policies, and the country's institutional capacity to
address them; and (b) find practical management,
institutional, and policy solutions to handle issues of

    Poverty, environment, social
development, and gender are important cross-cutting themes
of the World Bank and government investment programs,
especially within the Sustainable Development Network (SDN).
For developing sectoral strategies and programs, economic,
environment and social assessments are undertaken, however,
these are usually done separately, and most often gender
issues are not included. This is a missed opportunity,

    Ethiopia

This paper uses Ethiopian data to
explore credit rationing in semi-formal credit markets and
its effects on farmers' resource allocation and crop
productivity. Credit rationing -- both voluntarily and
involuntarily -- is found to be widespread in the sampled
rural villages, largely because of risk-related factors.
Political and social networks emerge as key determinants of
access to credit among smallholder, peasant farmers.

    A Benefit-Cost Analysis (BCA) was
undertaken to assess the returns to land management
practices of major land use types, namely forests,
rangelands, and selected crops (rice, maize, cotton, and
millet). Also the public expenditure on SLM was reviewed
and an assessment carried out how the expenditure is aligned
to land policies and how it is targeted to land degradation
hotspots. The results show that, without some form of

    Malawi

This paper uses a rural household survey
dataset collected in 2006 and 2008 to investigate the impact
of a market-based land resettlement project in southern
Malawi. The program provided a conditional cash and land
transfer to poor families to relocate to larger plots of
farm land. The average treatment effect of the program is
    estimated using a difference-in-difference matching
technique based on propensity score matching; qualitative

Mixed evidence on the impact of formal title in much of Africa is often used to question the relevance of dealing with land policy issues in this continent. The authors use data from Uganda to assess the impact of a disaggregated set of rights on investment, productivity, and land values, and to test the hypothesis that individuals' lack of knowledge of the new law reduces their tenure security. Results point toward strong and positive effects of greater tenure security and transferability.

When it comes to strategy, the Chinese
have a saying: 'think big, start small, but move
fast.' This has been our guiding philosophy for the
pilot land reforms of the World Bank-Department of
International Development (DFID) sub national Investment
Climate Program (ICP) in Nigeria. The challenge was to find
a 'small' reform entry point from which to
'move fast' on this sensitive and difficult topic,
