    Maintaining agriculture has always been a government level issue. The State is implementing a number of programs and projects, as well as increasing the amount of funding to improve the agro industrial complex and the condition of agricultural land. Kazakhstan having great land and resource potential should develop a strategy for the rational land use and protection of land.

    Type of land use is a territory of land surface according to its natural characteristics and the current economic use of the land. In relation to the changing economic environment, land monitoring institutions are investigating and implementing methods for obtaining new data on land use pattern. With the development of technologies, research on innovative methods of land resource assessment is becoming more and more relevant, which improves and accelerates the process of determining the land use pattern within the territory.

    The research aim is to assess taxes transferred to the budgets of local governments and to discuss possibilities for the expansion of tax revenues to be transferred to local government budgets. The research leads to the conclusion that the part of personal income tax deductions in local government budgets should be gradually increased up to 100% determining the personal income tax as local government tax thereafter. This could enhance the possibility to increase the financial independency and to strengthen the income base of local governments.

    Assessment of ecosystem services has been set a strategically important role in the European Union countries, including it to the EU Biodiversity Strategy to 2020. The EU Biodiversity Strategy determines that “Member States, with the assistance of the Commission, will map and assess the state of ecosystems and their services in their national territory by 2014, assess the economic value of such services, and promote the integration of these values into accounting and reporting systems at EU and national level by 2020”.

    The global economic growth results in the increase of intensity of land use, which is one of the main natural resources. The degradation processes of land and soil occur as a result of economic activities and natural conditions creating degraded territories. Restoration of degraded territories and degradation risk prevention is an important task of each local government for sustainable development of a territory. It is determined by international and national legislation.

    Soil maps for fields are one of the basic materials for farm development planning and assessment of the land's cadastre value. In order to find out the level of land users' awareness of soil forms and the agrochemical composition of the soil, and the implementation of this in farming practices, a survey of land users was carried out. Simultaneously, information was gathered on crop alternation in farms, crop alternation projects, their prevalence, and interest in such projects. Information on field history was also gathered.

The organisational structure and duties of cadastre, details about the content of the cadastre and basic register units, cadastral maps, legal register and the agricultural land lease registration is presented. Finally is displayed in which cases the updates have to happen.
