    The contracting parties propose to develop cooperation in the fields of environmental protection, sustainable use of natural resources and town and country planning. The Hungarian-Ukraine Environmental Protection and Country-planning Cooperation Commission is established for the elaboration and implementation of cooperation programmes.

    These rules form part of the privatization programme of State-owned lands and aim to restore (at least partially) landownership as it was before nationalization. Rules regarding land redistribution commissions (in Article 4(1) of Law No. IL of 1992, on certain questions pertaining to investment compensation coupons in arable landownership) are to be applied in accordance with the rules of this Law.

    The centrepiece of the Law on Land Reform is the creation of Special Land Funds administered by local authorities, for the assignment of user rights thereon, including, in particular, lease rights, to individuals and concerns. Private ownership of land is contemplated only as a result of the disbanding of collective enterprises (art. 14), but it is the stated policy of the Republic of Tajikistan not to restore ownership of land formerly held by "ancestors" and religious institutions (art. 2.2).

    The aim of this Act is to re-establish protected areas on land previously owned by agricultural cooperatives before privatization. This goal is achieved through: expropriation, if the area has already been assigned to a private owner; or by not assigning such lands to private owners. Paragraphs 2-4 deal with cases in which expropriation is not obligatory and with cases in which compensation should be paid to the owner. Expropriation should be carried out, at the latest, within 3 years from the entry into force of this Act.

    The Law consists of 33 articles and is divided into four Chapters: General provisions (1); The Citizens' land (2); Lands belonging to the State, municipalities, cooperative farms and other legal persons (3); and Land property authorities (4).The Law regulates the ownership and use of agricultural lands. With the exception of game reserves and other nature protected areas with national and international significance, ownership is returned to owners whose land was taken under the April 1946 Law of landownership.
