    The scope of this Decree is to implement provisions of the Act containing rules regarding the emission of ammoniac from animal keeping premises belonging to the livestock sector so as to reduce negative effects caused by emission of ammoniac produced by agricultural enterprises. The Decree prescribes maximum emission values for various types of animal keeping. If animals, for which a maximum emission value is indicated in the Schedule, are kept, no animal keeping system shall be used with an emission factor higher than the value indicated in the Schedule.

It lays down minimum norms for the size of storage capacity for fertilizing substances of animal origin.

    This Decree provides criteria for judging if a project for the restructuring of polluted soil must be carried out completely by its owner/polluter, or a limited restructuring which allows isolation and control of the pollution suffices. The criteria balance costs of restructuring against the need to restructure the soil completely for the safeguarding of the health of men, animals, and plants. Some rules for limited restructuring are provided. The balancing of criteria does not apply to pollution soil under or near surface waters. (3 articles)

    This Decree provides for exceptions on the reduction of pig rights and poultry rights in the case of transfer of such rights due to relocation of the pig or poultry breeding activity to another farm or a relocation within the same farm. These rights are related to the right to pollute by means of manure.
