    This paper aims to contribute to understanding the existing knowledge gaps in the linkages of energy, water, and land use in Southeast Asia and explores the political economy of energy transition in the Mekong region (MR). Investigating the struggle over hydropower development and decision-making on water and land across the region, this study shows that countries that are the winners or losers in the hydropower development schemes are not the only ones managing the Mekong; rather, it is part of the region-wide strategy of nations to sustain the MR.

The purpose of the study is to better understand these linkages in order to recommend pathways for policies and projects to improve food insecurity by increasing rural poor people's access and tenure security to land.

    Sudden and gradual land use changes can result in different socio-ecological systems, sometimes referred to as regime shifts. The Lao PDR (Laos) has been reported to show early signs of such regime shifts in land systems with potentially major socio-ecological implications. However, given the complex mosaic of different land systems, including shifting cultivation, such changes are not easily assessed using traditional land cover data. Moreover, regime shifts in land systems are difficult to simulate with traditional land cover modelling approaches.

    In the early 1990s, the Lao government launched a nationwide Land Use Planning and Land Allocation programme in a bid to foster socio-economic development while protecting the environment. However, the programme has long been perceived as having negative impacts on rural livelihoods. A central criticism was that limited local participation results in unsustainable land use plans; consequently, the government introduced significant changes into the process to enhance participation.

This paper builds on debates related to environmental change and knowledge production and examines the socio-political construction of the current mainstream discourse on land degradation in Laos.

    The government of Laos has identified the eradication of poverty as a priority. Given the primarily agricultural character of the country, it has selected land reform as a core policy to reach this goal. The policy has two major aims: to increase land tenure security in order to encourage farmer involvement in intensive farming, and to eliminate slash-and-burn agriculture to protect the environment in a country still rich in forest resources.

    To date, REDD+ projects in Laos have made relatively conservative choices on driver engagement, focusing on smallholder-related drivers like shifting cultivation and small-scale agricultural expansion, to the exclusion of drivers like agro-industrial concessions, mining concessions and energy and transportation infrastructure. While these choices have been based on calculated decisions made in the context of project areas, they have created a pair of challenges that REDD+ practitioners must currently confront. The first is lost opportunity.

    The forest landscapes of the Greater Mekong Subregion (GMS) are changing dramatically, with a multitude of impacts from local to global levels. These changes invariably have their foundations in forest governance. The aim of this paper is to assess perceptions of key stakeholders regarding the state of forest governance in the countries of the GMS. The work is based on a quantitative and qualitative analysis of the perceptions of forest governance in the five GMS countries, involving 762 representatives from government, civil society, news media, and rural communities.

    ABSTRACTED FROM CONTEXT SECTION: A study was commissioned by the Mekong Region Land Governance Project (MRLG) to investigate the origins and the implications of implementing the 70 percent forestland policy, and to outline policy considerations. This discussion note aims to provide a more nuanced understanding of the origin, rationale, geography and tenure implications of the 70 percent policies.
