    The objective of this Act is to ensure that the use of land and water areas and building activities on them create preconditions for a favourable living environment and promote ecologically, economically, socially and culturally sustainable development. The Act also aims to ensure that everyone has the right to participate in the preparation process, and that planning is high quality and interactive, that expertise is comprehensive and that there is open provision of information on matters being processed.     Despite its title, this landmark statute provides the mechanisms for the implementation of a policy of integrated management of land and allied water resources, primarily in a non-urban context, and the institutional arrangements needed to administer and operate such mechanisms (sect. 1). It was enacted largely in response to the state of divided and compartmentalized responsibilities of the central, regional, and local governments in the management of the above-mentioned natural resources.

    The amendments, in particular those of the Environment Protection Act, concern the disposal of waste matters. Article 10.55 concerns the collection, transport and processing of hazardous waste. The Act on Pollution of Surface Waters concerns information that must be notified by holders of permits to process waste.

    In order to comply with Council Directive 91/676/EEC concerning protection of water waters against pollution of nitrate from agricultural sources the norms regarding the use of nitrates are sharpened and charges increased by the present Act. Furthermore, rules are introduced so as to place further limits on the production of manure and to make the granting of production capacity dependent upon the capacity to use the manure on the producers' lands or to place that manure on the markets.

    With a view to effecting the environmental protection of the bed of rivers and lakes, which dry up and become exposed as a result of a natural or man-made change in the former course of the river or surface of the lake, the statute reverses the rules governing ownership of newly-exposed river or lake beds (called riveraine and lacustrine "appurtenances"), which henceforth shall accrue to the State in lieu of the owners of riparian or coastal land.

    The purpose of the present Act is to establish a public intervention scheme for the rational exploitation of environmental resources. The scope of this plan is remediation and restoration of polluted sites involving marine areas, lakes and rivers. The Ministry of Health shall start the plan, together with the Regions, in national interest sites and in industrial areas (art. 1). Incentives and financial contribution shall be given to industries and industry consortia interested in the research and development of new rehabilitation technologies.

    This Act provides for the management of land and natural resources in the county of Finnmark. This shall be done in a balanced and ecologically sustainable manner for the benefit of the residents of the county and particularly as so as to enhance Sami culture, reindeer husbandry, use of non-cultivated areas, commercial activity and social life. The Act shall apply to real property and watercourses with natural resources in the county of Finnmark. On the shoreline, the Act shall apply as far out to sea as private right of ownership extends.
