    This Act restricts the use of public lands set aside for agricultural purposes to citizens of the Northern Mariana Islands and US nationals so as to prevent large-scale commercial exploitation of such lands which are scarce.Such lands as are leased or its use is permitted in accordance with the provisions of this Act and shall be developed in accordance with their most appropriate use or uses, i.e. either agricultural, aquacultural, maricultural, or animal husbandry.

    This Law provides for the administration, rights of use and protection of pastures and meadows. Pasture and meadows are every kind of land covered by grass or shrubs which forms part of agricultural land or the forest fund according to the cadastral documentation of 1 August 1991 (and not being classified afterwards) which is used for grazing by livestock (art. 2). Pastures and meadows are classified as State-owned, State-owned made available for general use, and pastures and meadows in private or co-ownership (art. 3).

    This Notification made by the Minister of Lands and Resettlement in terms of section 39 of the Agricultural (Commercial) Land Reform Act, 1995, sets out number, location and description of farming units offered for allotment and invites, applications for the allotment of the farming units offered for allotment. Applications must be made in the manner stated in the Schedule. The Notice sets out minimum qualifications required to qualify of applicants.

    The Act makes provision with respect to titles in land, the development of selected land, and the resolution of disputes regarding land and various other matters relating to land. As a corollary to the principle that land in Lesotho is vested absolutely and irrevocably in the Basotho Nation and is held by the State, no person, other than the State, shall hold any title to land except as provided for under customary law or under this Act. Where the customary law is inconsistent with this Act, this Act shall prevail (sect. 3).

Amendments of the principal Law concern ownership of land by the people of Vietnam and management of land by the State (art. 1), protection of land use rights by the State (art. 3), assignment of land by the State to organizations, households and individuals (art. 4), and exemption from payment of land use levy (art. 22). Three new articles are added to the Law after article 22: they further specify when payment of land use levy is due. Four new articles are added to the Law after article 78.
