The competent agriculture authorities at or above the county level shall be in charge of the protection of arable land, whose main responsibilities are prescribed in article 5. Any unit and individual shall have the obligation to protect the quality of cultivated land. The Regulation further provide for: measures to be taken for supervision and inspection; legal responsibility; etc.
